Well, the problem with the peacekeeping force in Bosnia at first was that they had no fighting capabilities. The Bosnian Serb militia used to kidnap the UN peacekeepers in order to use them as hostages in order to prevent the NATO airstrikes, but once the UN troops had combat capabilities, the situation on the ground changed. It's very true that the lesson hasn't been learned at all, though. Foreign troops with combat capabilities always come too late, although it has been proven so many times that it's the only way to stop the violence.

Who needs peacekeepers? They do nothing, and they're always in the way when action needs to be taken. We haven't learned anything from the war in Bosnia.
